Just as "日本語でおk" conveys a request to comment in Japanese, this term is used when one requests the use of English, but a notable point is that the Japanese speaker takes the trouble to recommend using English.

The following are a few potential reasons why a Japanese speaker might bother to request the use of English:

When you should use English
When you answer an English question in Japanese. e.g. "Are you ready?" "うん!" (the Japanese answer meaning, "yeah".)
When it is more natural to use English
When Americans converse with each other in Japanese.
When it is usually expressed in English
When Japanese lyrics appear in Western music.
When it might as well be expressed in English
